Can you pass on transaction fees?

Club owners may no longer charge extra fees for payments by card, bank transfer or direct debit. They could previously pass on their actual costs, but this is no longer allowed. The rule applies to payment methods including debit cards (such as Bancontact, Maestro and V-Pay), credit cards (such as Mastercard, Visa and American Express), bank transfers, direct debits and PayPal within the SEPA area (the EU and several other European countries). Members therefore pay no additional fee when they pay electronically.
The general ban on extra charges makes the rules clearer and treats payment methods equally. For both club owners and members, the rule is clear: no extra charge may be added for any payment method, whether in person or online.
For online purchases, such as event tickets, club administrators must always explain clearly what any administrative charges cover. If hidden charges are added for electronic payments, members can ask questions or file a complaint with the FPS Economy.
The ban also applies to bank transfers and direct debits within the SEPA area, and to payments to government services, local authorities and other organisations. Extra charges for card payments are not allowed there either.
A club owner may set a minimum amount for card payments, for example by declining card payments below €15, provided this is clearly communicated to members.
If you charge for card payments as a club administrator, members may complain or report this to the FPS Economy through ConsumerConnect. Follow the applicable rules to avoid problems.
